IMMIGRATE TO CANADA THROUGH PROVINCIAL NOMINATION PROGRAM

Provincial Nomination Programs are one of the pathways chose by foreign nationals seeking to immigrate to a specific province or territory in Canada. Every province and/or territory in Canada has its own PNP program which is made to fit its economic and demographic needs. Provincial Nominee Programs (PNPs) are the focal point of Canada’s immigration policy. It is estimated that 250,000 people are to obtain Canadian permanent residence through a Provincial Nominee Program between 2021 and 2023. Over the recent years, the federal government in Canada has slowly increased the annual allocation of provinces for their respective Provincial Nomination Programs. This has led to an increasing importance of these PNPs within the overall immigration scenario in Canada. These provincial programs are considered as ‘nominee’ programs because the decisions related to permanent residency in Canada are approved by the federal government, and the provinces cannot approve PR status.

The British Columbia Provincial Nominee Program (BC PNP), a Provincial Nominee Program (PNP), allows foreign nationals to become permanent residents in British Columbia, Canada. This PNP is planned and organized in a way that directly benefits the province by bringing an inflow of skilled workers, workers in areas or sectors with shortages, investors as well as entrepreneurs.

Canadian provinces and territories operate their immigration channels among two separate categories:

General employer requirements

If you are a foreign national in Canada but out of status, the BC PNP will not nominate you. If your  work permit is about to expire, then your employer must apply for a Labour Market Impact Assessment (LMIA) and work permit, or LMIA-exempt work permit, so that you continue to hold status while the nomination application is being processed. Your employer must fulfill the following requirements to be eligible to apply through BC PNP. The employer must:

Employer responsibilities

As mentioned earlier, your employer must fulfill certain responsibilities and criteria in order to be able to offer you employment on BC PNP ground. Apart from the above eligibility criteria, your prospective employer must also:

Alberta Immigration Nomination Program (AINP)

The Alberta Immigrant Nominee Program (AINP), just like BC PNP, is an immigration program nominating or allowing foreign nationals to become permanent residents in Alberta. However, to apply for a PNP, the applicant must have skills to either fill job shortages or be planning to buy or start a business in Alberta.

Alberta operates several immigration streams from among three major categories:

Alberta Opportunity Stream

Qualified applications who are already live and working in Alberta full-time and have a valid and legitimate job offer from an Alberta employer can apply for an AINP nomination. Apart from that, applicants must also have a positive Labour Market Impact Assessment (LMIA) or hold one of the accepted LMIA exemption work permits.

Alberta Express Entry

A limited number of qualified candidates from Immigration, Refugees and Citizenship Canada’s Express Entry system are nominated via Alberta Express Entry stream. However, the applicants must have strong ties to Alberta or ones who can help support the government’s economic development and diversification priorities. Foreign nationals who graduate from Canadian post-secondary institutions are also eligible to apply under this scheme.

Alberta Self Employed Farmer

Entrepreneurs having financial resources and valid farm management experience in order to establish a brand new or purchase a previously existing farm are eligible to apply under this stream. A proposed business plan along with the application must be submitted to the AINP for assessment.

Saskatchewan Immigration Nominee Program (SINP)

The Saskatchewan Immigrant Nominee Program (SINP) enables foreign nationals to become Canadian permanent residents in Saskatchewan. Saskatchewan operates immigration streams divided among three categories:
