COVID-19 has changed the rules regarding visitors being allowed to apply for a work permit.
If any of the following apply to you, the immigration rules state that you can apply for a work permit from within Canada:
you or your spouse, common-law partner or parent hold a valid study permit
you or your spouse, common-law partner or parent hold a valid work permit
you hold eligibility for a post-graduation work permit, while your study permit still remains valid
you or your spouse, common-law partner or parent hold a temporary resident permit which is valid for six months or more
you applied for permanent residence for the spouse or common-law partner in Canada and are waiting on a decision on the application
you fall under refugee protection or will make a claim for refugee protection
you have been recognized as a convention refugee or are protected person by the Immigration and Refugee Board of Canada
you are currently allowed to work in Canada without a work permit, but a different job requires you to apply for a work permit (not applicable for business visitors)
If none of these rules apply to you, then as a visitor visa holder, you would have to apply from outside of Canada, i.e., your country of residence before entering Canada.
